Section 175-137.1 of the Monroe Township Code, added 8-28-2024 by Ordinance O:41-2024 of the Township Council, makes recycling storage part of every site's design except single family detached and two-family homes. Subsection A requires facilities to store solid wastes, including recyclable materials, and says that if they are stored outdoors the facilities must be metal receptacles enclosed within a screened refuse area.
Subsection B sets the sizing test. The facilities must have sufficient capacity to store the solid waste and recyclables generated within a one-week period, and the applicant must supply sufficient information to support the number of facilities and the receptacle sizing. As a minimum, an area eight feet by eight feet (inside dimensions) must be provided to store recyclables, in addition to an area eight feet by eight feet (inside dimensions) to store refuse. A development therefore reserves two separate pads, one for each stream.
Subsection C requires all trash containers serving these uses to be watertight and coverable so rodents, birds, animals or insects cannot reach the refuse. Elsewhere in the same section, the enclosure must sit on a six-inch-thick reinforced concrete pad, stay out of the front yard, accessory setback area and buffer area, and be fenced or walled on three sides with a gate on the fourth. Sanitation vehicles need easy access and room to turn around.
