Curbside customers may set-out the yard waste generated by landscape services or lawn or yard maintenance services on the customer's property while such person was working for the curbside customer if the yard waste meets the requirements of this paragraph; provided however, that a curbside customer shall not set-out such materials if they were generated on any other property, even if the other property is owned by the curbside customer. The contractor is not required to collect more than ten (10) waste cans, yard waste bags or individual yard waste items on any given yard waste collection day.

The same set-out rules extend to yard waste generated by a landscaping or lawn service working on the customer's own property, but a customer cannot set out yard waste that came from any other property, even one that customer also owns.
The contractor is not obligated to collect more than 10 waste cans, yard waste bags, or individual yard waste items on any single collection day, so oversized clean-outs need a different disposal route, such as hauling debris to the Bass Road Landfill or the St. Cloud Transfer Station. Section 19-4(k) separately requires that yard waste never be mixed or co-mingled with household waste or bulky waste; each category has to be set out separately, and a container that does not meet these standards can be tagged and, after two tagged collection days, removed from service by the contractor.
Violations & Fines
Setting out yard waste in a container that fails these weight or size limits, or mixing it with household or bulky waste, is a curbside customer violation under § 19-9(f), carrying a $25 administrative fine per occurrence. A tagged container that is not brought into compliance after two collection days can be pulled from service and destroyed by the contractor.
