Since July 1, 1991, Farmington Hills has required owners of detached single-family homes to either handle yard waste on their own property without creating a nuisance or separate it for the city's compostable/yard waste program under Sec. 14-7.
Commencing on July 1, 1991, all persons who are the owners, lessees or occupants of any detached single-family residences located on acreage parcels, or in subdivisions or in condominium developments wholly comprised of such detached single-family residences, shall either dispose of compostables/yard wastes on their property in a manner which will not create a nuisance and/or be injurious to the public health or shall participate in the compostable/yard waste program and separate compostables/yard waste from solid waste.

Sec. 14-7(a) applies to owners, lessees or occupants of detached single-family residences on acreage parcels or in subdivisions and condominium developments made up entirely of such homes. Each must choose one of two paths: dispose of compostables and yard waste on their own property in a way that creates no nuisance and no injury to public health, or join the city's compostable/yard waste program and separate that material from regular solid waste. Participants in the program must place yard waste at the curb in the containers the director of public services specifies, on the scheduled pickup day, following the director's published rules.
'Compostables/yard waste' is defined in Sec. 14-1 to include grass, weeds, fallen leaves, shrub and plant clippings, plant materials and twigs, plus anything else the director adds by rule. Sec. 14-7(b) mirrors the recycling penalty structure: if a resident fails to separate yard waste from solid waste as required, the city and its hauler are excused from picking up the material from the curb at all, on top of any other penalty under the chapter. Chapter 14 violations generally are enforced by police, public services and planning and community development personnel under Sec.
14-12, with fines set under Sec. 1-13 per Sec. 14-13, and fees for yard waste service are billed and lienable against the property under Sec. 14-9 if left unpaid for three months or more.
