Flint's yard-waste/compost program is operated by Priority Waste under the City's solid-waste contract and Chapter 39 of the Flint Code. The City of Flint distributes free yard-waste bags at Flint City Hall, Mays Senior & Community Center, and McKinley Community Center (up to 3 bags per visit, maximum 2 visits per resident per season, while supplies last). The Bag It! program is coordinated regionally with Genesee County Parks under Keep Genesee County Beautiful. Open burning of leaves and yard waste within the City of Flint is regulated by Michigan EGLE under the Air Pollution Control Rules (R 336.1310) and is generally prohibited in incorporated areas; backyard composting and the curbside program are the preferred alternatives.
Co-mingling yard waste with regular refuse (placing leaves in the grey trash cart), placing oversized branches (more than 6 inches diameter or 4 feet long), or contaminating yard-waste bags with pet waste, food scraps, dirt, or rocks may result in a tag-and-skip by Priority Waste and is enforceable as a Section 39-12 violation through Chapter 31 Article III's blight-violation framework before the Administrative Hearings Bureau (Blight Court) at up to $10,000 per violation under MCL 117.4q(7). Dumping yard waste in the street, alley, or a neighboring property is a Section 39-1 (Illegal Dumping) issue - misdemeanor, up to 90 days in jail, $250-$500 fine, vehicle-impoundment available, plus restitution.
