5 sets Lynchburg's residential street tree standard: whenever subdividing land for residential use includes dedicating a new City street or extending an existing one, the developer must plant shade trees at a rate of two trees for every 40 feet of new street centerline, or substitute ornamental trees at two trees for every 30 feet, under the calculation in Exhibit VI-4. Required trees go within the proposed right-of-way, never on private property, and must be placed to avoid interfering with driveways, drainage areas, or utilities.

Landscaping installed before the subdivision's construction is complete must be protected under the tree-preservation standard referenced in the 1992 Virginia Erosion and Sediment Control Handbook. 5(e) requires the developer to choose one of three paths: install all the required street trees outright, post a performance bond covering their cost, materials, and installation, or, if the City agrees, make a cash payment so the City's Urban Forester installs the trees later within a reasonable time. 6, which requires one shade tree per 40 feet of street frontage, or one ornamental tree per 20 feet where overhead utility lines block shade trees, planted along the front property line rather than in the right-of-way.
