Ocean County tree removal permits are issued at the municipal level under authority of the NJ Community Forestry Assistance Act (N.J.S.A. 13:1L-17). Toms River Township Code Β§363 (Trees) requires a permit for removal of trees 8 inches DBH (diameter at breast height, measured 4.5 ft above grade) or larger on developed residential lots, administered by the Shade Tree Commission. Brick Township Β§245 requires tree removal review for trees 6+ inches DBH. Jackson Β§244 requires permits for significant tree removal in conjunction with development. Pinelands municipalities (Manchester, Berkeley, Lacey, Stafford, Barnegat) must also comply with Pinelands CMP N.J.A.C. 7:50 which regulates clearing in Forest, Preservation, and Agricultural Production Areas β permits via Pinelands Commission. Street trees (in municipal right-of-way) are managed by the municipal Shade Tree Commission or DPW and residents cannot remove them without Commission approval. Dead, diseased, or hazardous trees may qualify for expedited permits with certified arborist documentation. Many Ocean County municipalities require replacement planting (1:1 to 2:1 ratio). CAFRA coastal properties on LBI face additional shoreline vegetation restrictions.
