Cedar Rapids splits responsibility for a water service line at the first shut-off valve in the City right-of-way. 11(a) makes the City responsible for everything from the public main up to and including that valve, and the Utilities Department repairs any sidewalk, driveway apron, grass, or street pavement it damages doing that maintenance at its own expense; the property owner only pays to replace private improvements, such as flowerbeds, retaining walls, fences, or irrigation systems, that the City must remove to reach its portion of the line.

11(b) shifts everything downstream of that valve, plus all private water facilities, to the property owner: leaks or defects must be promptly repaired by the owner, and if they are not, the Water Division shuts off the water until the repair is made and charges the owner for the cost of the shutoff. The Water Division also reserves the right to operate a private valve itself whenever it judges that advisable, without liability to the City for any resulting damage, and any sidewalk, driveway, or street surface disturbed by the owner's repair work must be restored at the owner's expense. 16(b) lets the Water Division shut off an unused, leaking connection without notice and bill the current property owner. 11(c).
