All persons taking water shall keep their own service pipe, stopcocks and apparatus in good repair, and protect it from damage, at their own expense, and shall prevent any unnecessary waste of water. When this rule is violated, the owner shall be notified in writing and be given a reasonable time for repair and/or replacement. Failure to comply within a reasonable time shall constitute a misdemeanor and be subject to the fines and penalties as set out in section 1-14. It is expressly stipulated by the city that no claim shall be made against the city by reason of any breakage of any service cock or service pipe.
