The city will provide only bulk reclaimed water service to applicants for whom, in the sole judgment of the city, such service is suitable, practical and cost effective. Bulk service will be provided to existing and/or new industrial/agricultural users that require bulk reclaimed water for their own use. Bulk service will also be provided to new residential construction when the developer constructs, installs, operates and maintains the reclaimed water distribution system in accordance with city specifications and at the developer's expense. Reclaimed water service will not be provided to existing residential properties and will not be provided to existing non-residential properties that, in the sole judgment of the city, who do not meet the city's qualifications for bulk reclaimed water service.
