Hesperia, CA Water Use Rules: Leak Reporting Duty (2026)

The Hesperia Water District, a subsidiary district whose board is the City Council, runs water service under Title 14. Its Water Conservation and Water Shortage Plan (§ 14.04.170), adopted under California Water Code § 350 et seq., lets the district declare escalating shortage stages. Once Stage 3 or higher is declared, customers must repair leaking pipes or faulty sprinklers within a shrinking deadline: seven days at Stage 3, three days at Stage 4, one day at Stage 5 or the Emergency stage. Repairs are the owner's responsibility and expense; the district's own liability for damage ends at the meter under § 14.04.060.
