(c)If the customer provides evidence satisfactory to the county administrator of the location and repair of the leak, the water and/or sewer bills for the period(s) during which the leak occurred may be adjusted for up to two (2) consecutive billing periods. The adjusted water and/or sewer bill shall be based upon the county administrator's estimate of the customer's average water consumption.
