130(A) makes the property owner responsible for all maintenance and repair of the water service line running from the curb stop in the street right-of-way to the owner's premises. When a problem with water service is detected, the city first conducts an initial investigation to locate the problem and, if necessary, shuts off service to the property. If the leak sits between the curb stop and the meter or the owner's premises, the owner pays for the repair and all associated costs; if it sits between the curb stop and the main, the city pays.

Where a curb stop sits outside the city right-of-way, the code shifts responsibility for the main-to-meter line to the owner until the curb stop is relocated, though owners can relocate a curb stop into the right-of-way at their own expense at any time to shift future repair costs onto the city. 130(C) lets the city enter the property, make the repair or shut off water, and bill the owner for all costs and staff time, though costs of the initial investigation are never charged to the owner.
