Section 82-53 splits responsibility for a water service pipe down the middle at the curbstop. The utility maintains, keeps in repair, and replaces at its own expense the service pipe running from the water main to and through the curbstop; beyond that point, the property owner is responsible for maintaining the service pipe from the curbstop to the point of use inside the building. When a consumer fails to repair a leaking or broken service pipe on their side of the curbstop within a reasonable time after the water department has served notice, the water department shuts the water off and will not restore service until the repairs are completed.

Section 82-47 reinforces this owner-side duty by making the consumer responsible for protecting the stop box in the terrace and keeping it clear of dirt and obstructions, and it relieves the utility of liability if it cannot locate the stop box to shut off water during a leak on the consumer's premises. Owners requesting a larger service lateral to replace an existing smaller pipe may receive a cost allowance set by the council, provided the new line goes into the same trench as the old one.

These service-pipe duties sit apart from the newer lead-and-galvanized-lateral replacement program in section 82-55, which requires replacement of lead or galvanized laterals on a utility-set schedule under a 2019 ordinance.
