Pottstown, PA Water Use Rules: Leak Reporting Duty (2026)

Chapter 26, Part 1 sets the rules for the Pottstown Borough Authority's water system, and Section 107 lists the grounds for terminating service, including nonpayment, misuse, and the leak-repair duty in Subsection 3. That subsection covers every leak in the service pipe running from the curb stop to the building it supplies: the consumer must repair it promptly once detected. If repairs are not made immediately, the Authority or its agent will turn the water off, and service stays off until the necessary repairs are finished and pass inspection to the Authority's satisfaction.

This sits alongside a related duty in Section 106: bills are estimated from the prior three quarters' average consumption if a meter fails or cannot be read, so an unrepaired leak can also inflate a customer's estimated bill until the leak is fixed and accurate readings resume. Restoring service after a leak-related shutoff requires paying any water rent, penalty and turn-off/turn-on charges in full, the same as for a nonpayment shutoff. Termination for an unrepaired leak follows the same procedural track as other Section 107 grounds: the Authority or its agent must give written notice in compliance with Pennsylvania law before it shuts off water, and the property owner ultimately bears responsibility for the bill even if a tenant or occupant is the one billed for convenience.
