Under city water rules customers own the service line from the curb stop into the home; the city owns the main and meter. Visible street leaks should be reported to STL Water at 314-771-4880 around the clock. Private-side leaks remain the homeowner's repair responsibility. Sewer laterals are covered by the Lateral Sewer Repair Program funded by a small annual fee on the property tax bill, which reimburses much of an approved repair. MSD Project Clear, the regional sewer district under federal consent decree, manages stormwater and sewer separation.
