St. Peters, MO Water Use Rules: Leak Reporting Duty (2026)

Section 705.035 defines a covered water service line as the portion of a residential property's water piping that runs from the City water meter to the exterior foundation wall of the dwelling, excluding any piping inside or under the building, through the foundation, or in the residence's interior. Repair, defined to include replacement, is funded by an annual twelve-dollar fee levied and assessed against all residential property in the City, covering St. Charles County Assessor Class One single-family homes, Class Thirteen duplexes, Class Fourteen residential condos and Class Thirty-One residential triplexes, but excluding any property with more than four dwelling units served by a single meter.

The fee is collected on the general tax levy bill, the same way as delinquent real estate taxes, and deposited with accrued interest into the Water Service Line Repair Fund. The City Administrator or designee administers the program and the St. Peters Director of Finance disburses payments from the fund, and the City Administrator promulgates rules to carry out the program's purpose. Under Section 705.035(E), administration of the program is subject to and contingent upon the availability of collected or anticipated funds at any given time, so repair assistance is not guaranteed if the fund runs low. Voters approved the fee at the City's general municipal election on April 3, 2012, under the authority granted by Section 67.319, RSMo.
