Perris, CA Water Use Rules: Turf Replacement Rebates (2026)

Section 19.70.030 sets water conservation requirements for new or rehabilitated landscapes citywide, implementing the state Water Conservation in Landscaping Act of 2006 and Title 23, Division 2, Chapter 2.7 of the California Code of Regulations, per subsection (a)(8). Subsection (c) addresses covenants, conditions and restrictions: whenever CC&Rs are required as a condition of approval for a permit covered by the chapter, the condition must state that the CC&Rs shall prohibit water-intensive landscaping and require low water use landscaping, and that the CC&Rs shall not prohibit use of low-water use plants, nor prohibit the replacement of turf with less water intensive plant species, under § 19.70.030(c)(1).

The chapter's stated water-efficiency goal, in subsection (a)(5), is that landscapes not exceed a maximum water demand of 70 percent of the site's reference evapotranspiration rate, which is why turf that drives water use above that budget becomes a target for replacement. The chapter applies to owner-built single-family and multi-family landscapes of 5,000 square feet or more and to any other permitted landscape project of 2,500 square feet or more, per § 19.70.030(b)(1). Existing landscaped common areas one acre or larger, or served by a dedicated irrigation meter, are separately subject to water-use review under § 19.70.030(b)(2), and projects under 2,500 square feet, registered historic sites, and ecological restoration or mined-land reclamation projects without permanent irrigation are exempt under § 19.70.030(e).
