Summary

Iowa City lets detached single-family and zero lot line homes build at higher density in the RS-5, RS-8, RS-12, and RNS-12 zones when garage and parking access comes off an alley or private rear lane. Code section 14-2A-7.A trades that alley access for smaller minimum lot width, frontage, lot size, and front setback.

A. Single-Family Density Bonus Options: For detached single-family dwellings and detached zero lot line dwellings, the following density bonuses are allowed in the following zones and under the following conditions: 1. RS-5 zone: If vehicular access to garages and off street parking spaces is restricted to an alley or private rear lane, then the following modifications to dimensional requirements are allowed: a. The minimum lot width may be reduced to forty five feet (45') and the minimum lot frontage may be reduced to thirty feet (30'); b. The minimum lot size and lot area per unit may be reduced to five thousand (5,000) square feet; and c. The minimum front setback may be reduced to ten feet (10'), if utilities are also located along the alley or private rear lane and the first floor elevation is at least thirty inches (30") above the grade of the adjacent public sidewalk.

Full Breakdown

A grants a single-family density bonus zone by zone, conditioned entirely on restricting vehicular access to garages and off-street parking to an alley or private rear lane. In the RS-5 zone, taking that bonus lets a lot shrink to a 45-foot minimum width and 30-foot minimum frontage, drops the minimum lot size and lot area per unit to 5,000 square feet, and allows a 10-foot minimum front setback, provided utilities also run along the alley or rear lane and the first floor sits at least 30 inches above the adjacent public sidewalk.

RS-8 lots taking the bonus can drop to a 40-foot width, 25-foot frontage, and 4,000-square-foot minimum lot size and area per unit, under the same utility and elevation conditions. RS-12 and RNS-12 lots can shrink further still, to a 30-foot width, 20-foot frontage, and 3,000-square-foot minimum lot size and area per unit. Table 2A-2's footnote 8 confirms these reduced standards apply directly in place of the base RS-5, RS-8, and RS-12 dimensional requirements once the bonus conditions are met, with no separate variance needed. The same section 14-2A-7 also carries a sustainability density bonus that lets the minimum lot size or lot area per unit shrink by 10% for each of three green-building measures met, solar covering 40% of roof area, all-electric energy use, or full compliance with the current International Energy Conservation Code, up to a 25% total reduction, and it can stack with the alley-access bonus. An affordable housing bonus is also available under a separate article, 14-4F.

Violations & Fines

Building at the reduced bonus dimensions without actually restricting garage and parking access to an alley or private rear lane, or without meeting the required utility placement and first-floor elevation, is a Zoning Code violation because the property no longer qualifies for the bonus and must instead meet the base dimensional standards in Table 2A-2. Building permits are reviewed against these standards before issuance, and a structure built out of compliance is subject to enforcement as a municipal infraction under City Code section 1-4-2, with escalating civil penalties for each day the violation continues.

Frequently Asked Questions

How does Iowa City's single-family density bonus work?
Under Code section 14-2A-7.A, a detached single-family or zero lot line lot in RS-5, RS-8, RS-12, or RNS-12 can be built to reduced minimum lot size, width, frontage, and front setback if garage and parking access is restricted to an alley or private rear lane, with utilities also run along that alley and the first floor raised at least 30 inches above the sidewalk.
Can the density bonuses in Iowa City be combined?
Yes. The alley-access single-family density bonus can stack with the separate sustainability density bonus in the same section, which cuts minimum lot size or lot area per unit by 10% for each green-building measure met, solar, all-electric use, or current energy code compliance, up to a combined 25% reduction.
What is the smallest single-family lot allowed in Iowa City with the bonus?
In the RS-12 or RNS-12 zones with the alley-access bonus applied, minimum lot size and lot area per unit drop to 3,000 square feet, with a 30-foot minimum lot width and 20-foot minimum frontage, well below the base RS-12 standard of a 6,000-square-foot lot.
