D. City Center Design Guidelines.

1. The city center design guidelines, adopted May 13, 2019, are incorporated by reference and apply to any projects located in the following:

a. City center.

b. Developments in the Alderwood or planned commercial development zones that are more than three stories in height.

c. Any project to be more than 45 feet located in the RM-45 zone.

2. If the administrator identifies any provision of the city center design guidelines that is subjective, conflicts with other codes, or is exempted by state law, the administrator will provide clarity within five calendar days of requested clarification to the applicant.
