Summary

Exterior work visible from the street inside Macon's Central Business District needs sign-off before it can start. Sections 13A.10 and 13B.10 of the Comprehensive Land Development Resolution require a certificate of appropriateness from the Macon-Bibb County Planning and Zoning Commission for any construction, alteration, restoration, move or demolition in the CBD-1 and CBD-2 design districts.

These county ordinances apply to unincorporated areas of Macon-Bibb County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

No building, structure or landscape, including walls, fences, steps, and paving that can be viewed from the public right-of-way, shall be erected, reconstructed, altered, restored, moved or demolished within a design district, and no sign, fence, wall, or other appurtenant structure shall be erected or displayed on any lot, building, or structure located within said district unless an application for a certificate of appropriateness has been approved by the Commission pursuant to the provisions of this chapter. A certificate of appropriateness is not required for communications antennas permitted by Sections 23.08.01[4](a) or (b).

Full Breakdown

Macon-Bibb County's downtown core is split into two zoning chapters, CBD-1 Central Business District (Chapter 13A) and CBD-2 Central Business District (Chapter 13B), both intended, in the Resolution's words, to promote a harmonious tenant mix and protect the architectural character of the downtown area. 10 for CBD-2 make a certificate of appropriateness mandatory before any building, structure or landscape feature visible from a public right-of-way, including walls, fences, steps and paving, is erected, reconstructed, altered, restored, moved or demolished within the district. The requirement also reaches signs, fences and walls displayed on any lot in the district.

01[4](a) or (b). 05 requires it for the Historic Beall's Hill (HBH) district and directs staff to apply the Beall's Hill Design Guidelines, dated May 14, 2007, to residential work and the separate Design Guidelines for Macon's Historic Zoning Districts to non-residential construction and modifications visible from the right-of-way. An applicant must submit a complete application, a to-scale site plan showing setbacks, elevation drawings for every side of the proposed or existing structure, and photographs of existing conditions; the Commission's Design Review Board reviews the package under Chapter 28, though staff can approve pre-approved infill designs at the staff level. All of these provisions were most recently amended by a resolution the Commission adopted December 9, 2024.

Violations & Fines

Work that alters the exterior of a building, fence, wall or landscape visible from the street inside the CBD-1, CBD-2 or HBH design districts without an approved certificate of appropriateness is unauthorized under Sections 13A.10, 13B.10 and 21A.05; the Macon-Bibb County Planning and Zoning Commission can require the work brought into compliance with the applicable design guidelines or refuse related permits and plat approvals until a certificate is obtained.

Frequently Asked Questions

Do I need approval to replace a storefront sign downtown?
Yes. Sections 13A.10 and 13B.10 require a certificate of appropriateness for any sign, fence or wall displayed on a lot inside the CBD-1 or CBD-2 district, and the Macon-Bibb County Planning and Zoning Commission must approve the application before the sign goes up.
Is there an exception to the certificate-of-appropriateness rule?
The Resolution names only one: communications antennas permitted under Section 23.08.01[4](a) or (b) do not need a certificate of appropriateness, even downtown. Every other exterior alteration, construction, restoration, move or demolition visible from a public right-of-way inside the design district still needs one.
What has to be submitted with a certificate-of-appropriateness application?
A complete signed application, a to-scale site plan showing the lot shape, structures, setbacks and landscaping, elevation drawings for each side of the building, and photographs of existing site conditions; the Design Review Board or, for pre-approved infill designs, county staff then reviews the package under Chapter 28.
