120's effective date and otherwise satisfies every other requirement of the chapter. 120 was added by Ordinance No. 4224, effective February 19, 2021, so an ADU or JADU built or legalized after that date can never qualify for an STR permit, no matter when the owner applies. 030(F): it cannot be a deed-restricted affordable unit, a single room occupancy unit, or listed on the City's Prohibited Buildings List, the operator can hold only that one STR permit citywide, and if the ADU sits in Zone 1, it is still subject to the owner-occupied hosted-stay requirement running through the rest of the chapter.
030(F)(6) also lets a homeowners' or condominium association's rules override the chapter, so an ADU on HOA-governed property cannot be rented short-term if the association's covenants prohibit it.

Renting a post-2021 ADU or JADU as an STR is treated as an ineligible, unpermitted rental: the City can deny the application outright under Section 5.120.030(F), and an operator who advertises or rents anyway faces the chapter's standard $1,000 fine per violation per day under Section 5.120.070(B), with revocation or suspension after three fines within 12 months under Section 5.120.070(C).
