Summary
Cherokee County's zoning code does not create an accessory dwelling unit category. Zoning Ordinance Section 5.6 instead allows 'guest quarters' built into an accessory structure for temporary living only, expressly barring a complete kitchen, and permits just one such structure per lot, built at the same time as or after the main house. That combination blocks a true independent second dwelling by right in the AG and residential districts covering the unincorporated county.
Guest quarters - Living area included in an accessory structure for temporary living only. Guest quarters shall not contain complete provisions for eating and cooking. For the purposes of this section, complete provisions for eating and cooking shall include a kitchen sink, a stove/cook top, microwave and refrigerator. Only one structure containing guest quarters shall be constructed concurrently with or after the construction of a principal, residential structure.

Full Breakdown
6 of the Cherokee County Zoning Ordinance defines guest quarters as 'living area included in an accessory structure for temporary living only,' and specifies that guest quarters 'shall not contain complete provisions for eating and cooking,' defining that combination as a kitchen sink, a stove or cook top, a microwave and a refrigerator together. ' Any accessory structure housing guest quarters must also satisfy the general accessory-structure standards in the same section. Under subsection C, no accessory building may exceed 25 feet in height or the height of the primary structure, whichever is lower.
1A once it exceeds 200 square feet. Location is restricted too: under subsection A, an accessory structure cannot sit closer to the front lot line than the primary residence unless the parcel is at least two acres, and it must stay at least ten feet off any side or rear lot line, with a two-foot eave overhang allowed inside that setback. 4 further limits how many accessory structures a lot may carry, from three in the AG and R-80 through R-40 districts down to just one in the RD-3 and RZL districts, and homes, pools and tennis courts don't count against that cap.
Because guest quarters cannot include full cooking facilities, property owners looking to add a true rentable ADU with its own kitchen have no path to do so as a matter of right in unincorporated Cherokee County.
Violations & Fines
Building or occupying a second kitchen-equipped structure, or a second guest-quarters building, without zoning approval is a Zoning Ordinance violation under Section 19.1. The Planning and Zoning Department can issue a notice of violation and inspect; conviction carries a fine of up to $1,000.00 and up to 60 days in jail per offense, with each day a violation continues charged as a separate offense, plus possible injunctive relief to remove the structure.
