Impact fees are waived for ADUs under 750 square feet. Encinitas must process ADU applications ministerially within 60 days. Properties in the coastal zone present a unique challenge as Coastal Development Permits may apply, adding time and review. The city adopted a local coastal program amendment to address ADU permitting in the coastal zone.
