Under the Village of Oak Park Zoning Ordinance, a coach house is specifically an additional dwelling unit located within a detached garage on the upper floor, associated with and incidental to the principal single-family dwelling on the same lot. The ground-floor parking spaces remain functional underneath. The 2017 ordinance amendment added full plumbing and kitchen facilities to the allowed coach house design. Only one coach house is allowed per lot, and no more than one dwelling unit may be located in a coach house. No additional parking is required beyond the two spaces required for the single-family home itself. Coach houses are capped at 1,000 sq ft like other ADUs. A village building permit is required, and the conversion must meet the Illinois Smoke Detector Act (425 ILCS 60) plus the village-adopted building code for habitability β egress, ceiling height, light and ventilation, fire separation from the garage below, and a separate means of ingress and egress.
Converting a garage into a habitable coach house without a village building permit is a violation of the Oak Park Zoning Ordinance and building code, enforced by Permit & Inspection Services with stop-work orders, citations, and required compliance work. Adding a second coach house on the same lot, or creating a coach house without the required separate ingress/egress, violates the zoning ordinance.
