Riverside County, CA Accessory Structures: Shed Rules (2026)

Under the California Residential Code §R105.2 as adopted by Riverside County, one-story detached accessory buildings used as tool and storage sheds and similar uses that do not exceed 120 square feet are exempt from the building permit requirement. However, exemption from permitting does not exempt the shed from zoning rules. Ord. 348 sets setbacks by zone; in most residential zones (R-1, R-A, R-R) accessory structures must be at least 5 feet from side and rear property lines, behind the front-yard setback line, and may not exceed 50% lot coverage combined with the main dwelling. Sheds over 120 sq ft require a building permit, which covers foundation, framing, and, if provided, electrical. Any shed with electrical service requires a separate electrical permit regardless of size. In high fire hazard severity zones (much of rural unincorporated Riverside County), sheds within 30 feet of a residence may be subject to defensible space standards and may need ignition-resistant construction under CBC Chapter 7A. HOA CC&Rs can impose stricter size, placement, color, and material rules. Sheds used as dwelling units (bedrooms, AirBnB, living quarters) are prohibited unless permitted as an ADU or JADU.
