Torrance Municipal Code Chapter 41 (Animals and Fowl) prohibits beekeeping in the city except on land zoned for industrial uses with a permit from the Environmental Quality and Energy Conservation Commission. A 'colony' is defined as one hive and its contents including bees, comb, honey, pollen, brood, and appliances.
Under Torrance Municipal Code Division 4, Chapter 1 (Animals and Fowl), it is unlawful for any person to keep bees or permit the keeping of bees within the City of Torrance except on land which is zoned for industrial uses. Even on industrial-zoned land, a permit must first be obtained from the Environmental Quality and Energy Conservation Commission, pursuant to reasonable rules for application as established by that Commission and subject to any conditions imposed. The code defines 'beekeeper' as a person who owns or has charge of one or more colonies of bees, a 'colony' as one hive and its contents and appurtenances including bees, comb, honey, pollen, brood, and appliances, and a 'hive' as a structure for the housing of a bee colony. This is significantly more restrictive than many California cities that allow residential beekeeping with setback requirements.
