California requires every apiary owner to register annually with the County Agricultural Commissioner under Food & Ag Code §29040, and LA County Code Chapter 10.76 adds hive-identification and signage rules. El Monte itself does not separately license hobbyist hives.
Under California Food & Agricultural Code §29040, every person owning or in possession of an apiary in the state must register the number of colonies and the location of each apiary with the County Agricultural Commissioner on or before January 1 each year (or within 30 days of acquiring the hive). LA County requires registration via the CDFA BeeWhere portal; fees are $10 for 1-9 colonies (waivable for hobbyists with 9 or fewer), $100 for 10-49 colonies, and $250 for 50+ colonies. LA County Code Chapter 10.76 (Apiaries) requires identification signage on the premises and lettering on hives (§§10.76.030-040); violations are misdemeanors under §10.76.050. El Monte's Title 6 (Animals) does not impose separate beekeeping setbacks, but hives that create a nuisance can be abated under El Monte's general nuisance provisions.
Failure to register an apiary is enforceable under FAC §29101. LA County Code §10.76.050 makes violations of the hive-signage requirements a misdemeanor (up to $1,000 fine and/or 6 months jail under general LACC penalty provisions).
