Flower Mound follows this state mandate and does not restrict ownership based on breed, including pit bulls, Rottweilers, German Shepherds, or any other breed. Instead, Flower Mound Ch. 6 Animals implements behavior-based dangerous dog standards consistent with state law. A dog may be declared dangerous if it makes an unprovoked attack causing bodily injury to a person outside the owner's property, or commits unprovoked acts in a place other than the owner's property that cause a reasonable person to believe the dog will attack and cause bodily injury. Owners of dogs declared dangerous must register the animal, maintain liability insurance or financial responsibility of at least $100,000, comply with secure enclosure requirements, and post warning signs. A county or municipality may place additional requirements on dangerous dogs as long as the requirements are not breed-specific and are more stringent than state minimum standards.
