Flower Mound allows up to four hens on certain residential properties under Ch. 6 Animals and Ch. 98 Zoning. Roosters are permitted on lots of one acre or more. Agricultural zoning districts have broader livestock and poultry permissions. Coops must comply with setback requirements and noise ordinances.
Flower Mound Code Ch. 6 Animals and Ch. 98 Zoning regulate the keeping of chickens and livestock. Residential properties may keep up to four hens, representing a change from earlier ordinances that prohibited chickens on lots under one acre. Roosters are permitted on properties of one acre or more due to noise concerns in denser neighborhoods. Agricultural (AG) zoned properties have broader permissions for livestock and poultry, including cattle, horses, goats, sheep, and larger flocks. Chicken coops must be positioned away from property lines to comply with setback requirements, and must be maintained in a manner that does not create odor or noise disturbances under the noise ordinance at Sec. 34-131. The town noise ordinance applies to chicken-related noise, and complaints about noisy hens are handled by Code Enforcement. HOA CC&Rs in many Flower Mound neighborhoods may impose additional restrictions or outright prohibit backyard chickens. Texas HB 1750 (2023) provides state-level protection for agricultural use of chickens, but does not override HOA restrictions. Contact Planning Services at (972) 874-6350 to verify your zoning district allows poultry.
Exceeding the number of permitted hens or keeping roosters in restricted areas: code enforcement notice with cure period. Fine up to $500 per offense.
