Flower Mound Code Ch. 6 prohibits dangerous wild animals. TX P&W Code Ch. 63 requires permits for many exotic species. TX H&S Code Ch. 822 Subch. E governs statewide.
Flower Mound Code Chapter 6 prohibits keeping dangerous wild animals as defined by TX Health and Safety Code Ch. 822 Subchapter E within town limits. This includes lions, tigers, bears, non-human primates, venomous snakes, and other species listed in the statute. Owners who possessed a dangerous wild animal before the effective date of the state law must register with the local animal control authority and maintain liability insurance of at least $100,000. TX Parks and Wildlife Code Ch. 63 requires a wildlife permit for possession of many native and exotic species including raptors, fur-bearing animals, alligators, and certain exotic ungulates. TPWD issues recreational and commercial permits depending on the species and intended use. Flower Mound Code Enforcement and Animal Services coordinate with TPWD for exotic animal complaints. Ferrets, hedgehogs, non-venomous reptiles under a certain size, and common small mammals (hamsters, guinea pigs, rabbits) are generally permitted unless specifically restricted by HOA covenants. Owners of any exotic or unusual pet should verify both state permit requirements and local nuisance standards.
