Dangerous or vicious dog means any dog that is capable of or by past record or performance has bitten, injured, scratched or disturbed a person or another animal. ... It is hereby made the duty of any and all persons owning or having in their possession in the city a dangerous or vicious dog to restrain such dog safely on or within their own premises at all times except as provided for in this section.
