Lee's Summit, MO Animal Ordinances: Cat Rules (2026)

Section 5-106 makes it unlawful for a person to own, keep, harbor or maintain any dog or cat within the City limits unless the animal is licensed, and the requirement reaches non-residents too once a cat has been kept in the City more than 30 days. Kittens intended for sale, giveaway or surrender before six months old are exempt. A violation carries its own fine, not less than $100, on top of any licensing fees, and the cat is subject to impoundment. To license a cat, Section 5-107 requires a written application to the Finance Department or Animal Shelter listing the owner's name, address, phone number and driver's license or Social Security number, proof of current rabies vaccination for cats over six months, and the cat's breed, color, sex and markings; applicants under 17 cannot apply.

Section 5-108 sets the fee by the City's Schedule of Fees and Charges, waived only for a trained assistance animal. Licenses run one year and are due by May 1 under Section 5-110, after which a delinquency fee applies, though a valid license from another municipality is honored for the rest of the City's license year. Section 5-114 lets an owner instead buy a one-time lifetime license that lasts the cat's life, provided the owner supplies an annual rabies certificate and has the cat microchipped.
