Owners of free-roaming cats should be mindful of the trespass rule and of the permit threshold if they care for multiple animals.
Because cats need not be leashed or licensed, most cat enforcement arises from the trespass rule (OCCO 4-1-49) when a cat repeatedly enters a neighbor's property without consent, or from the pet-limit rule (OCCO 4-1-76) when someone keeps four or more cats without the required Animal Permit.
