Orange County Codified Ordinances Title 1 governs domestic animals in unincorporated areas and the 14 contracting cities served by OC Animal Care. Cats are not licensed countywide, but owners are responsible for damage, defecation, or nuisance their cats cause on neighboring property. Feral cat colonies must be managed through approved trap-neuter-return programs coordinated with OC Animal Care. Some HOAs and beach areas impose additional containment rules. State Penal Code Section 597 covers cruelty and abandonment statewide.
First nuisance complaint typically draws a warning; repeat violations can bring fines from fifty to five hundred dollars and possible cat impoundment.
