Corvallis, OR Animal Ordinances: Chickens & Livestock (2026)

Corvallis' Animal Control chapter defines 'Livestock' in Section 5.03.050.010(8) to mean horses, mules, jackasses, cattle, llamas, sheep, goats, swine, domesticated fowl, and any fur-bearing animal bred and maintained commercially or otherwise within pens, cages, and hutches. That broad definition folds chickens and rabbits in with farm animals, but the operative registration rule in Section 5.03.050.020.06(7) carves them back out: no person shall possess, maintain, or keep livestock, other than domesticated fowl or fur-bearing animals within pens, cages, and hutches, within the City unless the person has registered the animals with the Animal Control Officer.

In practice a Corvallis resident keeping backyard chickens or caged rabbits does not have to register them under this section, while an owner of a horse, cow, goat, sheep, or pig anywhere within city limits does, listing the number and type of animals, their location, and the names and phone numbers of people who can respond to an emergency involving the animals when the owner is away. Section 5.03.050.020.06(7)(b) separately bars leading, driving, or riding livestock on any city sidewalk. A violation of the registration or sidewalk rule is a separate Class A Infraction for each day the violation continues, under Section 5.03.050.020.06(7)(c). The Corvallis Police Department's Animal Control Officer administers registration and enforcement; livestock that gets loose is handled through the impoundment procedures of Section 5.03.050.070.
