KMC 18.12.040 governs animal keeping in Residential, Highway Mixed-Use, and Urban Mixed-Use districts. In those districts, dogs and cats at least ten weeks old, rabbits, guinea pigs, fowl, pigeons, chickens (excluding roosters), and similar small animals may be kept so long as no more than three of each kind, and a combined total of six, are present on the parcel. Roosters are expressly prohibited because of crowing nuisance. Cages, pens, and runs must be maintained in clean and sanitary condition and meet applicable yard setbacks; animals and birds may not roam or fly onto adjacent properties; and the animals and their surroundings must be maintained to prevent noise or odor nuisance. Larger livestock such as cattle, horses, and sheep are not permitted in R, HMU, or UMU districts and are restricted to farm-zoned land where, per the City, no special permit is required. An increase in the allowable number of small animals may be authorized through a Land Use Permit under KMC 18.42.
