Chapter 8.02 of the Kennewick Municipal Code makes it unlawful for an owner to cause, permit, or allow any dog to roam, run at large, or stray from the premises where it is kept. A dog is at large any time it is off the owner's property or upon any public street, alley, public ground, school ground, or park within the city, unless it is at heel or restrained by a leash not exceeding eight feet, held by the owner or a duly authorized and competent person able to control the dog. Voice control alone is insufficient outside designated off-leash areas. The City does not require a general dog license, but dogs and cats must have current rabies vaccinations and will not be released from impoundment without proof. Tri-City Animal Services, headquartered at 1311 S 18th Avenue in Pasco and operating under a joint Animal Control Authority with Pasco and Richland, provides field response and shelter services. Dangerous and potentially dangerous dog designations are made case by case under KMC 8.02 following an actual bite or attack; Kennewick repealed breed-specific designations in November 2019.
