" Section 42-266 of the land use chapter identifies that zone as the R-5 Agricultural and Estate District, whose permitted uses include agriculture and general farming, livestock raising, poultry raising, and truck farming, alongside single-family homes and forestry. Outside R-5-zoned land, keeping chickens or barnyard livestock in Mosinee is a chapter 10 violation even if the animals are otherwise well cared for. Where livestock keeping is permitted, section 38-3(a) of the health and sanitation chapter still requires every structure, pen, building, stable, or coop housing animals or fowl to be maintained in a clean and sanitary condition, free of rodents, vermin, and objectionable odors, and section 38-3(b) separately bars keeping any dog, cat, or other live animal on premises where food is sold or processed for the public.

Because section 10-9(c)(30) cross-references "otherwise permitted elsewhere in this Code," a property owner keeping chickens has to be able to point to the zoning permission in section 42-266, not just tolerance from neighbors, to avoid an enforcement action.
