102 requires a permit to keep small animals, chicken roosters, homing pigeons, horses and livestock, stallions, or to run a pet store or commercial stable, whenever the City Council has attached a fee to that category by administrative policy. 103 requires each application to state the species being kept and include an accurate plot plan showing the proposed facilities and the location of neighboring dwellings. 105 lets the County Health Officer, an Animal Control Official, or an Animal Advisory Commission member join the Building Official's inspection of the premises before a permit is granted, and approval must rest on a finding that the use will not harm public health, safety, or welfare.

Beyond the permit requirement, the zoning code layers on numeric limits for small livestock. 1901(b) allows animal husbandry and small livestock farming in the Agricultural District at a density of no more than one animal per 16,000 square feet of building site, plus the keeping of up to twenty-four chickens or similar birds, rabbits, or similar animals as an outright permitted use. 1902 requires that livestock enclosures sit at least 100 feet from any adjoining dwelling, and bars livestock other than small livestock from being kept within 1,000 feet of a residential district boundary or within 150 feet of any adjoining dwelling.

102 can be revoked by the Building Official for unsanitary conditions, failure to provide adequate food, water, or shelter, or a conviction under Penal Code Section 597.
