Baldwin Park does not write its own leash rule. Municipal Code Sec. 92.01 adopts the Los Angeles County animal ordinance (County Code Title 10), so the county standard applies: a dog must be on a substantial leash no longer than six feet, held by a person able to control it, on public property or common areas of private property.
The City of Baldwin Park is an incorporated city in Los Angeles County, but it has historically relied on the county's animal-care system rather than building a stand-alone animal code. Baldwin Park Municipal Code Chapter 92 is titled 'Animal Control' and contains only three short sections: Sec. 92.01 Adoption of county ordinance, Sec. 92.02 Definitions, and Sec. 92.03 License fees and penalties. Because Sec. 92.01 adopts the county ordinance, the operative leash rule is Los Angeles County Code Sec. 10.32.010, which states that 'a dog must be restrained on a substantial leash not exceeding six feet in length by a person capable of controlling the dog, while on public property or common areas of private property.' An owner may let a dog be unrestrained on private property with the owner's or lessor's consent. Sheltering and field animal-control services for Baldwin Park were provided through the County Department of Animal Care and Control (DACC) at the Baldwin Park Animal Care Center; effective July 1, 2026 those services transition to the Inland Valley Humane Society & S.P.C.A. in Pomona. There is no official, separately published off-leash dog park established by ordinance found in the city code, so dogs should be leashed in all public areas. Baldwin Park's code also cross-references state law on dogs (Cal. Food & Agric. Code Secs. 30501 et seq.) and rabies control (Cal. Health & Safety Code Secs. 1900 et seq.).
Allowing a dog to run at large off-leash on public property or common areas violates the adopted county rule (LA County Code Sec. 10.32.010) as applied through Baldwin Park MC Sec. 92.01. Loose dogs may be impounded by the contracted animal-control provider, and the owner is responsible for impound, license, and any field-enforcement fees set under Sec. 92.03 and the county fee schedule.
