Bend Code 5.20.025 prohibits any animal from running at large. A dog is 'at large' when off its owner's premises and not under complete, tethered control by an adequate leash or bridle. Off-leash is allowed only in areas the Bend City Council has designated, where dogs must remain under control.
Under Bend Code (BC) 5.20.025, 'No animal shall run at large,' and the owner or keeper is responsible. BC 5.20.000 defines 'run at large' as being off the private premises where the animal is allowed and 'not under the complete, tethered control of the owner or keeper by adequate leash or bridle' (an animal inside a vehicle is not 'at large'). Bend does not designate off-leash areas itself in the abstract β BC 5.20.030 lets the Bend City Council designate certain areas of public parks owned and operated by the Bend Metropolitan Park & Recreation District (BMPRD) as off-leash, and such a designation is effective only after the BMPRD Board notifies the Chief of Police. In any off-leash area the owner must control the dog at all times and may not let it fight, harass, bark at, bite, threaten, or injure people or animals (BC 5.20.030). Dogs designated as 'dangerous animals' are barred from off-leash areas entirely. Dogs in Bend must also be licensed once they have permanent canine teeth, within 30 days of becoming an owner or resident, and wear the license tag on a collar (BC 5.20.020). Owners must also clean up after their animals (BC 5.20.015).
Letting a dog run at large violates BC 5.20.025; most animal-code violations are Class B civil infractions, while keeping a nuisance animal under BC 5.20.040 is a Class A civil infraction (BC 5.20.065). An at-large or unlicensed dog may be seized and impounded by Bend Police (BC 5.20.045), and the court may order reimbursement of impound costs. Returning a dog to an off-leash area after it has been excluded is a Class A civil infraction (BC 5.20.030).
