Bend Code Chapter 6.20, Parking, defines a 'loading zone' at BC 6.20.000(10) as a designated parking area reserved for the exclusive, temporary use of vehicles loading or unloading passengers or cargo. The Code's operative time limit for alley loading appears at BC 6.20.040(E): a vehicle may not block or sit in a public alley at all, except that it may stop there to load or unload passengers or cargo for up to 15 minutes. Beyond alleys, the City Manager or a designee sets the specific locations, hours and durations of on-street and off-street loading zones through administrative parking orders under BC 6.20.015, which can designate loading zones on up to one continuous block face; a loading zone regulation covering more than one block face must instead go through the parking district process at BC 6.20.020, including a City Council resolution.

Fees and fines tied to loading zone use are set by City Council resolution under the Fee Resolution referenced at BC 6.20.005(B) and BC 6.25.040(B). Bend police officers, community services officers, parking services employees and City-authorized contractors, all defined as 'enforcement officers' at BC 6.20.000(7), issue citations, and under BC 6.25.055 may tow and impound a vehicle left in a loading zone or alley beyond its allotted time, particularly where it presents a traffic or safety hazard.
