Bend, OR Parking Rules: Preferential Parking Districts (2026)

020, adopted by Ord. NS-2533 in 2025, is the sole path for creating a parking district in the City of Bend, an area where the City layers on time-limited, metered, permit or other special parking rules beyond the citywide default. An area first has to show it is eligible: at least one continuous block face, evidence of parking congestion, evidence that the lack of parking rules threatens public safety, a history of complaints, a high rate of citations, or recurring events, and the City weighs equity in that determination.

Either City staff or the Council can propose a district; the Council must then hold a work session directing staff whether to draft a parking management plan, and staff get at least 60 days to write it based on safety, convenience and necessity. The draft plan then goes through a mandatory 60-day public comment period open to everyone, after which staff review the feedback and bring the district and plan back to Council for approval or remand by resolution. Every management plan must include a map, the parking tools proposed for on-street and off-street spaces, the days, times and durations for any restrictions, and any district-specific rules.

000(18) that dedicates a share of permit and citation revenue to parking and pedestrian projects inside the district. 020(C) makes that decision final: it is not subject to appeal.
