Bexar County Dog Leash Laws Rules (2026) — What You Need to Know

Bexar County enforces animal control regulations in unincorporated areas through a Commissioners Court Order that establishes leash laws, vaccination requirements, and bite reporting protocols. The Bexar County Animal Control Department was created in late 2013 to address loose animals that pose threats to public health and safety.

All dogs in unincorporated Bexar County must be leashed or otherwise restrained when off the owner's property. Dogs are not permitted to roam freely. A loose dog constitutes a Class C misdemeanor with a maximum fine of $500. Notably, cats do not have leash requirements and are permitted to free roam under the current court order.

All domestic dogs and cats must maintain current rabies vaccinations. Failure to have a current rabies vaccination carries a $500 fine. This requirement aligns with Texas Health and Safety Code Chapter 826, which makes it a Class C misdemeanor to fail to vaccinate a dog or cat against rabies, escalating to a Class B misdemeanor for repeat offenders.

If an animal bites, scratches, or breaks the skin of a human, it must be quarantined for 10 days to be observed for rabies. It is unlawful to conceal, sell, or dispose of an animal that has bitten someone until the Local Rabies Control Authority releases it. Residents do not have to register their animals at this time.
