Davis County requires dogs to be leashed in all public areas. A dog may be off leash only inside your own fenced property. Electronic (invisible) fences do not count as leash control.
Davis County Animal Care & Control enforces the running-at-large rule countywide (Code Ch. 6.16), so it applies whether you live in Layton, Bountiful, Farmington or unincorporated Davis. Leashes are mandatory on parks, trails (including bench and shoreline trails), school and church grounds, apartment and condo properties, sidewalks and roadways. A dog is deemed off leash if only an electronic collar is used. Owners are also strictly liable for injuries their dog causes: Utah Code 18-1-1 makes an owner liable 'regardless of whether the dog is vicious or mischievous' or whether the owner knew.
