Daytona Beach requires all dogs not in a fully fenced yard to be restrained by a tether or leash no longer than 8 feet per City Ordinance Chapter 14, Sections 14-10 and 14-11(a). The city adopted strict tethering rules in September 2020 prohibiting tethering dogs to stationary objects except under specific humane conditions.
Chapter 14 of the Code of Ordinances governs animal control. Dogs must be leashed (max 8 feet) or in a fully fenced yard. The 2020 tethering ordinance requires the owner to be outside and in visible range at all times while the animal is tethered, with a 30-minute exception for brief indoor tasks. Tether weight must not exceed one-tenth of the animal's weight and must be at least 5 times the animal's length or 10 feet, whichever is greater. Tethering is prohibited in extreme weather (over 90 degrees F, under 50 degrees F) or severe weather events.
Leash violations carry fines of $50 for a first offense, $100 for a second, and $250 for subsequent offenses. Dogs at large may be impounded with retrieval fees of $50β$150. Failure to clean up waste is a $75 fine.
