Section 14-12 works as a closed list: subsection (b) makes it a violation to keep any animal on residential property that does not belong to a species the section names, and subsection (c) then names them, up to four adult dogs, cats, rabbits, guinea pigs or ferrets, up to four adult house geckos, iguanas or birds of the psittaciforme order, and unlimited caged gerbils, hamsters, mice, passeriforme-order birds and aquarium fish, amphibians or reptiles subject to cage-volume caps. Chickens, ducks, other fowl, goats, pigs and every other livestock species are absent from that list, so keeping any of them on a residential lot violates § 14-12(b) regardless of how few animals are involved.

13, on nonresidential property, and § 14-12(f) allows horses specifically on property zoned rural residential, both conditioned on the property complying with the Land Development Code's use standards and obtaining any special permit or special exception the zoning district requires. Section 14-13(c)(3) adds a related sale restriction: no person may sell or offer for sale any chicken, duck or other fowl less than three months of age, confirming the code contemplates poultry being sold and kept somewhere in the city, just not on an ordinary residential lot.

An unlimited number and species of animals, poultry included, can also be boarded at a licensed kennel, wildlife rehabilitation center or shelter under § 14-12(d), again subject to the Land Development Code and any special permit.
