Animal control in Eastvale is provided under contract by the Riverside County Department of Animal Services, and the county's animal ordinance (Title 6) applies in the city. Under Riverside County Code section 6.08.010, a dog is 'at large' when it is off the premises of its owner, custodian or caretaker and is not under physical restraint by a leash of a size and material appropriate to the size and temperament of the dog, held by a person capable of restraining it, or otherwise physically restrained by some other device. The definition expressly excludes voice control, eye control and signal control as substitutes for a leash. A dog on its own property can also be 'at large' if it is not confined by restraint, fence, kennel or comparable means so that it cannot leave the property. Permitting a dog to run at large is unlawful, and any person may humanely take up a dog running at large and deliver it to the animal services director. A narrow exception exists for hunting dogs actively engaged in hunting or training in appropriate areas. Eastvale has not been confirmed to set a different leash length than the county standard, which keys leash size to the individual dog rather than a fixed maximum.
Letting a dog run at large is a violation enforced by Riverside County Animal Services patrols. Loose dogs may be impounded, and owners face impound and service fees plus administrative citations or, in serious cases, a criminal citation. The owner remains responsible for control even where an off-leash area is permitted.
