Eastvale, CA Animal Ordinances: Microchipping (2026)

Sec. 130(a) requires all dogs and cats over four months old to be implanted with an identifying microchip, and the owner must report the microchip number to the department of animal services and notify it of any change in ownership, address, or phone number; the microchip duty is separate from, and does not replace, dog licensing under Sec. 020 or kennel/cattery licensing under Sec. 050. Three exemptions apply: an animal a veterinarian certifies faces a high risk of serious injury from implantation due to health, an animal a veterinarian certifies would have its athletic performance impaired, and an animal kenneled or trained in Eastvale but owned by a non-resident, who must instead comply with their home jurisdiction's rules.

Anyone who sells, trades, or gives away a dog or cat over four months old must supply the microchip number, and for dogs the license number, on the transfer paperwork and tell the department the new owner's name and address; for puppies or kittens under four months transferred with a chip already implanted, the same notice is due within ten days. An impounded animal without a microchip must be chipped by department staff at the owner's expense, by an outside vet at the owner's expense including delivery costs, or released on a signed statement promising the chip within ten days, at the director's discretion. 00 on adoption from a county shelter) is waived if an animal already carries a chip from another facility that just needs registering.
