In unincorporated Escambia County, dogs may not roam free on public or private property without the owner's consent and must be under direct physical control off your property. Declared dangerous dogs must be muzzled and leashed whenever outside their enclosure.
Escambia County Code Ch. 10 governs the unincorporated county (most residents, including the beaches). Animals are barred from roaming freely and, off the owner's land, must be under 'direct control' — defined as a fence, leash, cord, or chain. Animals are also banned from public beaches, parks, schools, and playgrounds. Any dog declared dangerous under § 10-14 must stay in a proper enclosure and, when outside it, be muzzled and restrained by a substantial chain or leash under a competent person. Statewide, F.S. § 767.04 makes a dog owner strictly liable for bites.
Roaming/leash violations are civil infractions, fine up to $500 plus a $5 surcharge; a dangerous-dog attack causing severe injury or death is a third-degree felony under F.S. § 767.13.
